127. I explained today to the Minister for Foreign Affairs the situation set forth in the Department’s telegram 47, October 9, 6 p.m.93 He said that he had been using his influence to persuade Bolivia and Paraguay to submit their dispute to the neutral commission and that on the basis of the information which I gave him he would renew his efforts along the lines indicated especially through his Minister in La Paz. He expressed sincere appreciation of your efforts to settle the dispute and offers his fullest cooperation.
