103. Your telegram 41, October 9, 6 p.m., and my telegram 102, October 10, 11 a.m.91 By Presidential decree Soler and Vasconcellos in the quality of plenipotentiaries on special mission and Ynsfran in the quality of Counselor are constituted Paraguay’s commission to study the pact of nonaggression.
[Page 762]The reply to the Legation’s note presented pursuant to the Department’s telegram 40, October 3, 1 p.m.,92 has just been handed me. Omitting opening and closing salutation it reads as follows:
“I have the honor to state to Your Excellency that my Government sometime since ordered the national troops to refrain from committing acts of provocation, these orders having been repeated on this occasion. The encounters to which the note of Your Excellency refers have not occurred through causes chargeable to the army of my country, they being due to the frequent incursions or advances made by Bolivian forces in the direction of Paraguayan fortins.”
