78. Referring to my telegram 77, July 6, 10 p.m.,79 Under Secretary for Foreign Affairs told me today that Bolivia has accepted in principle the Argentine suggestion for bringing about immediate renewal of diplomatic relations between that country and Paraguay. He expressed hope that the Argentine good offices would succeed but considered the situation uncertain. He supposed that a decision for or against would be reached within the next 3 days.
