The Chargé in Bolivia (Trueblood) to the Acting Secretary of State

73. The Paraguayan Minister in Bolivia has received instructions that his mission has been terminated and that he is to proceed to Arica. He will depart on Thursday, July 9, and will probably go to Lima where I understand he is to be the Minister. He is trying to induce his Government to rescind the instructions terminating his mission to Bolivia, thereby permitting him to remain nominally accredited to Bolivia while serving in Peru.

I understand that four military airplanes have already departed for the Chaco and that within a few days others will follow. It is reported that three regiments have been mobilized. In order to avoid seizure of new trucks to be used for mobilization of troops in Potosí the General Motors agent at that place had to complain to the Ministry of War through American representative here. The agent was advised that the orders of the Ministry of War were to requisition only used trucks and to pay for any use made of them.
