The Ambassador in Argentina (Bliss) to the Acting Secretary of State

76. Yesterday afternoon at the Embassy reception the President informed me that Argentina had offered to Bolivia and Paraguay the despatch of a commission to the Chaco to prevent possible conflicts between the armed forces of those countries but that neither country had yet accepted. Although the President stated that Argentina had not offered to arbitrate the fundamental question in dispute, yet it [Page 745] was quite evident that he would accept an invitation to arbitrate if offered by both Bolivia and Paraguay. It was my impression that the President would even offer to act as arbitrator if he thought it possible to arrive at an acceptable solution.
