The Chargé in Bolivia (Trueblood) to the Acting Secretary of State

69. The Minister for Foreign Affairs informed me this morning at 12 that the situation was unchanged, with Bolivia still waiting for the Paraguayan reply. Other officials of the Foreign Office stated as their motive that the Bolivian Minister at Asuncion would have to leave. The Paraguayan Minister has had no advices from his Government.
La Razon this morning praised Bolivia’s acceptance in principle of the Argentine proposal which it stated depended on the Paraguayan answer. The Argentine Minister conferred again this morning with the Minister for Foreign Affairs.
The Brazilian Chargé d’Affaires is visiting the Minister for Foreign Affairs this afternoon to express his Government’s hope that a break can be avoided. He feels, however, that it is now up to Paraguay since Bolivia has shown its desire to settle the matter amiably by its second note as well as by not retiring its Minister earlier.
