74. American Chargé in Bolivia in telegram dated July 1 states that Bolivia had resolved to break off diplomatic relations with Paraguay, and to accept the Argentine offer of arbitration.
[Page 742]This evening the Under Secretary for Foreign Affairs informed me that Argentina had not offered arbitration, and he added very confidentially that he doubted if Argentina would consent to arbitrate if invited, because of Argentina’s proximity to the disputed territory, and also because he thought that the friendly American nations to whom the question had previously been submitted should continue to function.
