The Chargé in Paraguay (Horn) to the Acting Secretary of State

67. Department’s 23, July 1, noon. Minister for Foreign Affairs could not grant me interview until 2 p.m. today. He told me Paraguay considers the incident as closed with the notes of the Chancellery to the Bolivian Legation. He added that the recourse to good offices is entirely disproportionate to the incident which his Government considers as banal.
Bolivian Minister is still in Asunción.
Foregoing has been cabled to American Legation at La Paz.
Text of last Bolivian and Paraguayan notes will be cabled as soon as available which will probably be tomorrow morning.
