The Acting Secretary of State to the Chargé in Bolivia (Trueblood)

27. The Secretary of Bolivian Legation just called at Department on behalf of the Minister to say that instructions have been sent to the Bolivian Minister in Asuncion to leave. Apparently the second Bolivian note is not to be delivered. The Department felt that the matter was pretty well worked out so that the Paraguayan reply to the second Bolivian note would be conciliatory and offer a satisfactory solution. This makes it impossible. Please find out whether instructions have been sent and whether it would not be possible to hold them up or send immediately other instructions to the Minister not to act as yet. The neutral note has not been answered nor has the Bolivian Government offered any suggestion to any of the neutrals as to how they could be helpful in straightening out this matter. If Bolivia will withhold action and discuss the matter frankly with you and other neutrals it seems certain that a satisfactory adjustment can be arrived at. Report by cable.
