The Chargé in Bolivia (Trueblood) to the Acting Secretary of State

64. Department’s telegram No. 27.75 I have just seen the Minister for Foreign Affairs who was receptive to the idea of conversations with the neutral representatives here but stated that he would have to see the President tomorrow morning at 9 o’clock to give a definite answer which he will communicate to me at once. He stated that the second Bolivian note had been delivered yesterday noon and that Guachalla would not leave until 7 o’clock Thursday morning so there is still time for action. He urged that Paraguay be sounded out on the same lines and be persuaded to accept efforts of neutrals as it will place Bolivia in a difficult position if it does not receive them favorably.
I urge that I and the other neutral representatives here be given definite instructions to go ahead so as to make it a collective and effective action.
