63. I am reliably informed that the second Bolivian note has not yet been presented but that it will be tomorrow. It is rumored that the delay was due to Guachalla72 having been advised by a diplomatic officer of one of the neutral governments in Asuncion that the Paraguayan Government would not reply to it yet. The former is understood to have advised the Bolivian Foreign Office that the Paraguayan attitude was reasonable and conciliatory.

In view of the notice that his Government considers the incident closed, the interpretation of which is still doubtful, the Paraguayan Minister has officially thanked the Nuncio for his offer of mediation.

The Argentine Minister saw the President yesterday and the Minister for Foreign Affairs today, which would seem to confirm the rumor that he has special instructions.

It would be appreciated if the Department would advise briefly situation in Asunción.73
