16. Your 40 of August 24. There is absolutely no basis for semiofficial reports that we are seeking to apply Hoover Plan to Yugoslavia despite its non-acceptance. The American Government has taken no steps to influence any of the interested parties.
While we do not wish to be in a position of advising Yugoslavia it would appear natural that the Yugoslav Government should endeavor to solve its difficulties through the B. I. S.
