17. Your 39, August 22, 11 a.m. You may if you consider it necessary inform the King that his message has been brought to the attention of the President and reaffirm at the same time the substance of the Department’s No. 16, August 25, 5 p.m.

You will of course bear in mind during any conversations that you may have with the King that while this Government would welcome any satisfactory arrangement whereby Yugoslavia might see its way clear to participate in the debt suspension plan, the Department desires you scrupulously to refrain from giving any encouragement to the apparent impression of the Yugoslav authorities that a solution of this question is in any way incumbent upon this Government.
