40. Yugoslav Government disturbed over semi-official news from Washington to effect Hoover Plan will be applied Yugoslavia despite non-acceptance. Finance Ministry operating radical budget cuts every Ministry but states cannot possibly meet Hoover requirements in addition present abnormal burdens incident to recent currency stabilization and deficit incurred through aid guaranteed grain [Page 236] farmers. Finance Minister expresses belief, hope Yugoslavia will receive aid this crisis essential to preservation currency and credit.
