The hope inspired by the sugar stabilization plan and the growing realization that your policy is not to intermeddle or interfere with the affairs of the Cuban Government have created a distinctly better atmosphere here. President Machado has dealt firmly with the situation, and the Opposition are no longer encouraged with the thought that agitation and demonstration will bring American diplomatic interposition or intervention. The fact that the leaders of the Opposition are in straitened financial circumstances or that their political fortunes are at stake still causes me anxiety lest desperate acts be committed especially between now and election.

As yet there has been no sign of disaffection in the Army except in the case of one officer merely under suspicion who has been given leave of absence in the United States.
