My telegram No. 120, October 3, 10 a.m. Congress last night passed law authorizing the President, whenever he deems it necessary, to suspend constitutional guarantees for 20 days but only in city of Habana and adjacent townships. Measure was warmly debated in both Houses. Vote in Senate 15 for, 5 against; in House 88 for, 10 against.
