Your 34, May 6, 8 p.m. Should you deem it advisable, you may, when informally conversing with the Greek Minister for Foreign Affairs, mention the fact of the Department’s having gained the impression from conversations with the Greek Minister that his Government intends awarding the contract to drain the Struma Valley to an American concern. However, you should scrupulously avoid giving the impression that the Greek Government is deemed by the Department to be, in this matter, under any obligation except that of equal opportunity and fair dealing for all interested American concerns.
