33. Yesterday Nusret Bey26 informed me that Turkey would apply most-favored-nation treatment at customs to American merchandise and that the necessary orders had been issued. He said that [Page 993] Turkey would withdraw such treatment if ratification of treaties were delayed. I have not informed him regarding contents of Department’s number 30 of March 14.
