14. Legation’s despatch number 632 dated January 21.12 Cable report on present situation. Department is anxious to conclude an arrangement for the cessation of discrimination by Salvador. If you feel, however, that Salvador would not accept the proposed exchange of notes, but would be willing to proceed to the signature and ratification of a general treaty, the Department will consider matter of abandoning efforts to secure exchange of notes and starting treaty negotiations.
