The Secretary of State to the Minister in Costa Rica (Davis)21

17. In view of the fact that there exist in Nicaragua conditions of domestic violence which might be promoted by the use of arms or munitions of war procured from the United States, the President of the United States, under a Joint Resolution of Congress approved by the President January 31, 1922,22 has issued a proclamation23 placing an embargo on the export of arms and munitions of war from the United States to Nicaragua. Please communicate the foregoing to the Government to which you are accredited for its information. You may also in your discretion suggest to the Minister for Foreign [Page 794] Affairs that in the interests of the promotion of peace and order in Nicaragua his Government might consider taking the same action or such other steps as might prevent the exportation of arms or munitions of war from his country to Nicaragua.
