My telegram number 60, August 25 [15], 1 p.m. Note just received from Foreign Office invites the United States together with France, Great Britain and Italy, as well as all states adhering to [Page 731] Tangier statute, to participate with Spain in a conference at Geneva September 1st to examine Tangier question with special reference to Spain’s desire for incorporation of International Zone with Spanish Zone.
