My telegram No. 65, October 29, 5 p.m. President Paz has just sent the Minister of Foreign Affairs and the Minister of War to inform me that in view of the unusual conditions existing at Ceiba the carrying out of his orders [cannot be effected?], however I am informed that Minister of War will be sent at once to Ceiba. Repeated to Ceiba.
