The High Commissioner in Haiti (Russell) to the Secretary of State

Sir: I have the honor to report that the Haitian Government has addressed a note to the chargé d’affaires of the French Government at Port-au-Prince, by the terms of which the Haitian Government abrogates, on the 27th of July next, the Franco-Haitian Commercial Convention of 1907.9

A copy and translation of the note, together with two other notes bearing thereon, are transmitted herewith for the Department’s information.10
