The Secretary of State to the High Commissioner in Haiti (Russell)

No. 304

Sir: The Department transmits herewith copy of a letter under date of May 10, from the Navy Department,1 inquiring whether, in view of the conclusion of the elections in Haiti, the inhibition against the use of the waters adjacent to that country for the purposes of target practice and against the privilege of anchoring portions of the Fleet in Haitian waters is considered to be still existing. In this connection reference is made to your confidential telegram No. 2, January 7, 1926, noon.

Inasmuch as it was understood that the suspension of the former practice was to be for a period of only a few months, the Department assumes that its resumption at the present time would not be misinterpreted by the Haitian Government. The Department would be glad to have an expression of your opinion in order that an appropriate reply to the Navy Department may be made.

I am [etc.]

For the Secretary of State:
