Memorandum by Mr. Spencer Phenix, Assistant to Assistant Secretary of State Olds

Mr. Broderick called yesterday afternoon and left the draft text of the proposed note from the British Ambassador.64 It is merely a paraphrase of the note which is to be signed by the Secretary and no objection is perceived thereto. He also suggested the omission from the second sentence of the first paragraph of both of the notes of the words “I understand”. This has been agreed to and the sentence now reads, “This arrangement which has been agreed upon by representatives of both Governments has been approved by” (the Government of the United States) (His Majesty’s Government in Great Britain). It was also agreed to change the phrase “British citizens” in the next to the last paragraph to “British subjects”.
