Your 421, November 11, 5 p.m. I have always had a perfect understanding of the attitude of the American Government regarding the service of American citizens in armed forces in Morocco, and I have governed myself accordingly. I have never at any time had any sort of communication with them nor has there ever been any question of any sort of official recognition. In fact I fail to understand the cause of your 421.
