The Secretary of State to the Ambassador in France (Herrick)18

297. Referring to your despatch 5361, July 3. You may inform the French Government that this Government does not recognize the right of either the French or Spanish Governments to interfere with American vessels outside the three mile limit, as recognized by international law, nor does it recognize the right to interfere with such vessels within the three mile limit except in the manner provided for under the Act of Algeciras.19
