Your January 16, 4 p.m.9 As acquisition of arms from United States Government would involve certain inevitable delays the Provisional Government may prefer, if the situation is so acute, to buy arms from commercial concerns in this country. The Department will promptly approve licenses for exportation of reasonable quantity of arms consigned to provisional authorities upon receipt of application from exporting firm.
