See Instructions to Diplomatic Officers, section 18.3 Would appreciate instructions regarding precedence between ambassadors [Page 596] en poste and ambassadors accredited specially for centenary. Peruvian protocol gives precedence to ministers and even noncareer consuls here who have been [accredited] specially as ambassadors.4
