In view of Spanish Government’s objection to paragraph 2 of Department’s No. 68, October 20, 3 P.M. you may eliminate that paragraph from your note to Foreign Office.
Second paragraph your 103 indicates some misunderstanding regarding this matter as Department is not contemplating action under Section 315 of the Tariff Act.
