104. Reference my 103, October 22, 4 p.m. Minister of Foreign Affairs has tonight made definite offer to eliminate from last note on prorogation all mention of exclusion of the United States from benefits of treaties which may be negotiated by Spain during the prorogation, provided you will authorize me to state in writing that our Government will request Tariff Commission to investigate the possibility of reductions on specific articles mentioned in my former telegrams, under section 315a of the tariff act. Please rush reply as American business men here are very much worried.
