127. Department’s telegram 43, November 22, 1 p.m. There will be no difficulty regarding passage over Honduranean territory of officer and escort provided they do not have character of an armed force. According to Honduranean Constitution authority to permit entry of armed force lies with Congress. President therefore suggests that escort carry only side arms. The President wishes to extend every facility to the party and requests that he be informed of date and place arrival at frontier.
