44. My July 21, 4 p.m. Please examine enclosures with my despatch number 790 June 4th.7 The President has called a meeting of citizens for next Saturday to advise as to whether the law should be approved. This is reputed to be because of fear on account of the very strong representations made by the British Government as [Page 838] to the Amory concession and the Royal Bank of Canada claim, the latter reported as practically an ultimatum.
