A belated press telegram dated Tokyo March 2d states that unofficial exchanges between the Chinese and Japanese in Peking concerning Shantung are reported to have reached a point satisfactory to both sides and that direct negotiations between the two Governments will be opened shortly. Please investigate discreetly and report by telegraph whether such indirect negotiations have been carried on and if so with what results.
Repeat to Tokyo for similar action.
