From our 312, October 11, 6 p.m. and 320, October 13, 7 p.m. you will note that already the action suggested by your instructions has been taken in a united effort with the representatives of other countries to reach an understanding with the Peking Government.
No statement by the Government at Verkhneudinsk that it is ready to yield the rights of the Czarist Government in China has come to our knowledge.
