It was proposed that the notes of the Chinese Eastern Railway might be guaranteed by the Chinese Government, as without such guarantee bankers would not consider them marketable securities. Russian interests object to this plan as they fear that sometime in the future such a guarantee might be used by the Chinese Government to enforce claims to the railway property.
