June result shows that Chinese Eastern operating earnings exceeded expenditures, this [due to] increased commercial traffic and better management. But the present high tariff cannot be maintained [Page 701] although substantial reductions [in] cost of operation could be made if had control over them. If the Allies would settle military transport bills enabling road to pay debts, future outlook would be encouraging providing political disturbances do not paralyze efforts.
