For the information of Department and Lamont: Ministry of Finance informs me that the director general of Wine and Tobacco has refused to give figures revenue returns and that director general has also telegraphed to Chinese Minister Washington that Company [Government?] considers Pacific Development option has expired. Minister of Finance does not recognize validity of this statement.
