35. Referring to the Legation’s telegram of January 19, 8 p.m.83 Four Ministers offered 5,000,000 pound sterling loan on three conditions specified. Chinese Government has replied accepting conditions and asking immediate advance of 7,000,000 dollars pending completion of negotiations for large loan.
