Supplementing my February 1, 11 p.m.80 At a Cabinet meeting held yesterday it was decided to make every effort to conclude the details of the four power emergency loan to China in time for the Chinese New Year and in case of failure then to make an independent advance of the necessary amount to the Chinese Government as an urgency measure pending the conclusion of the emergency fund loan.
