Referring to Legation’s telegram January 27, 5 p.m. The Japanese Minister proposes that the four Legations concerned instruct the four banks concerned to make certain advances to the Chinese Government to enable it to tide over the Chinese New Year [Page 624] settlement day, such advances to be deducted 5,000,000 pounds loan when arranged. Please telegraph instructions without delay.
