The Minister in China (Crane) to the Acting Secretary of State

Sir: I have the honor to refer to the Department’s instructions No. 364, of December 9th, 6 p.m., regarding the joint communication of [Page 604] additional Consortium documents to the Chinese Government, and to state that I immediately discussed the matter with my three interested Colleagues, and there is enclosed herewith copy of a letter dated December 29th which was subsequently addressed to the three Legations.45 On January 5th the French Legation signified its consent as did likewise the Japanese Legation on January 10th. Copies of these replies are enclosed herewith.45 The British Minister verbally assured me that he was authorized to join in the note. On January 14th a note was addressed to the Foreign Office and signed by the four interested Ministers, copy of which, with list of enclosures, is forwarded herewith.

Excellency: Supplementing the joint communication addressed to Your Excellency on September 28th, 1920,46 by the representatives of France, Japan, the United States of America and Great Britain, with which was forwarded a collection of documents which have passed between the Governments interested in the Consortium, the Undersigned have the honor to enclose herewith for the confidential information of the Chinese Government further correspondence which will serve to amplify the record of the negotiations.
