This Government did not feel warranted in communicating to the Japanese Government the British and French Government’s approval of the Lamont-Kajiwara letters44 but will be glad to communicate [Page 552] such approval if the British and French Governments will authorize it so to do and will instruct their representatives at Tokyo to that effect.
