Sir: I have the honour to refer to the note from the Acting Secretary of State, dated April 10, 1919, in which enquiry was made as to whether the Canadian Government were now ready to submit to the International Joint Commission for investigation and report certain questions in regard to the development and use of the boundary waters between the United States and Canada.

This enquiry was duly forwarded to the Dominion Government and I have now the honour to transmit to you, herewith, a certified copy of an Approved Minute of the Privy Council for Canada,22 from which it will be seen that the Government of Canada is prepared to join with the Government of the United States in submitting to the International Joint Commission the matters referred to in Section 9 of the Act of Congress approved on March 2, 1919, and that the Government of Canada will appoint a Representative to discuss with the proper authorities of the United States the terms and conditions to be embodied in the proposed reference.
