The Secretary of State to the Minister in Czechoslovakia ( Crane )20

39. Since the various peace treaties have not yet been ratified the United States will not at present have representatives on the several [Page 37] delimitation and plebiscite commissions. In the case of the Teschen Commission, however, you may informally and confidentially suggest to the Czechoslovak Government that if they should care to express a definite wish for the appointment of an American on the Commission, this Government would be willing to consider the suggestion.21

  1. The same, mutatis mutandis, to the Minister in Poland, as no. 261 (file no. 763.72119/8549c).
  2. The Department had been informed Dec. 10, 1919, through the Ambassador in France: “Both Governments, either formally or orally, have expressed their hope for the participation of the United States on this Plebiscite Commission.” (File no. 763.72119/8211.)
