39. Since the various peace treaties have not yet been ratified the United States will not at present have representatives on the several [Page 37] delimitation and plebiscite commissions. In the case of the Teschen Commission, however, you may informally and confidentially suggest to the Czechoslovak Government that if they should care to express a definite wish for the appointment of an American on the Commission, this Government would be willing to consider the suggestion.21
