The Chargé in Honduras ( Spencer ) to the Secretary of State

66. The President this morning told me he had accepted Chamorro’s73 invitation to a conference but would not go to Managua and had suggested Amapala. He stated that a letter from the Nicaraguan Minister suggested I be approached to use my good offices to secure an American war vessel to convey Chamorro from Corinto and that the conference be held aboard.

The special Costa Rican diplomatic mission is doing its utmost to bring about this conference which, to my mind, would be of the [Page 319] greatest help towards ending the present disturbances and strengthening the President’s hand for future reforms such as coalition cabinet, etc.
