Department’s telegram February 28, 2 [1] p.m. The Foreign Minister informs me that under the indication of Mediator settlement becomes practically an arbitration and if the question has to be decided by means suggested, Honduras judges it necessary to celebrate previous treaty with Guatemala in order to fix the conditions [of] such arbitration.
