Department is informed that food situation in Budapest is becoming critical and that catastrophe is imminent. … This Government [Page 254] feels that it must be obvious to the Roumanian Government that if Hungary falls into a state of chaos Roumania will be one of the first and greatest sufferers, and that in its own interest the Roumanian Government should do what it can to prevent the collapse of Hungary.
