Your November 8, 5 p.m. You may inform Minister for Foreign Affairs that this Government can only express itself in general terms as disposed to regard with friendly favor any decisions which represent unmistakably the free choice and unforced judgment of the people of Central America and clearly reflect their mature judgment as to their national and mutual interests. We are, however, clearly of opinion that the conference might profitably consider a general treaty of peace providing for the arbitration of disputes and for the improvement and development of communications. A permanent committee composed of representatives of all the Republics and empowered to consider such questions would undoubtedly prove beneficial.
