Memorandum of a conversation with the Dutch Chargé d’Affaires:
The Chargé delivered the attached Aide Memoire,8 and in addition thereto informed me, in view of the Dutch interest in the cables in the Far East which were taken over by Japan, 50% of which approximately were owned by Germany, that the Dutch Government would like to have an opportunity to be represented at the forthcoming preliminary Conference on Communications.
I told him that insofar as this Government is concerned, there would be no objection to the Dutch Government having someone here with whom we could discuss this matter when it arises, but that I did not feel that we could extend an official invitation for this purpose.
